U.S. Vice President Joe Biden was among elected leaders and survivors of last year's Boston Marathon bombing sharing messages of thanks and defiance on Tuesday at a tribute to the three people killed and 264 injured in the largest mass-casualty attack on U.S. soil since September 11, 2001.
