White House expected to meet Guantanamo plan deadline, but it won’t change much in Congress

The Obama administration is expected to meet a Tuesday deadline to give Congress its plan to close down Guantanamo, but the move will likely do little to help the president keep his campaign promise to shutter the detention facility there.
